According to a May 7 Greater Vancouver Regional District ({GVRD) report, written and ver- tal surveys on the issue ranged from 40% to 90% in support, 4% to 10% against, and 4% to S0% undecided or with no opinion on the project. The Capilano Hydropower Pro- ject would tap excess Cleveland Dam water to generate power for B.C. Hydro. The project involves construc- ticn of an underground chamber to house a power station on the west side of Cleveland Dam. A fenced transformer yard and either an above-ground or under- ground transmission line connec- ting the existing Glenmore transmission line and substation would also be built. The GVRD estimates that the hydropower project will take 12 to 17 months to build at a cost of between $10 million and $15 mil- lion. The estimated net annual reve- nue from the project is $! million to $1.7 million, which the GVRD says will be used to offset water costs. The third and final upgrade phase will continue into the fall. The upgrading project will cost an estiniated $3.5 million. According to aw GVRD spokesman, the goal of refilling the Capilano reservoir by June is on schedule.
