Amelia Searle, 82, who looks after her grandson’s Siberian husky, wrote a letter to city council complaining about the fines she had to pay when ‘‘Bear’’ slipped out of her yard and was found playing in the park across the street. “FE do not object to a park penalty,’’ Searle said, ‘‘but the rest is too much for a dog that is spayed and licensed and not bothering anybody.” Ald. Searle's dog was not only fined $30 for being in the park, but also $30 for running loose, a $30 pound fee and a $5 maintenance charge. Dean asked why the city has a maintenance charge even when the dog is claimed the same day it is picked up. Searle, who is keeping the dog while her grandson looks for work, has since had string strung around the top of her fence to keep the dog in.
