Twenty-two years ago PCBs
were discovered to be con-
taminating the environment in
Sweden.

Seventeen years ago they were
internationally recognized as 2
hazard to both the environment
and human health.

Five years ago many countries
had safely destroyed PCBs. Some
use a cement kiln process
developed in Canada; some use
mobile units developed to destroy
PCBs at storage sites.

Three years ago, after nine years
of gentle restrictions upon the use

and dispersal of PCBs in Canada,
and eight years of ‘'store it until
we figure out what to do with it,””
we had a bad scare — a highway
spill near Kenora.

We still had no facilities to safe-
ly dispose of chemicals with the
‘potential to seriously affect the
planet,’’ despite Environment
Canada’s understanding that
“destruction is preferable."’

After the Kenora scare, the
present government enacted the
Transportation of Dangerous
Goods Act. The Canadian Council
of Resource and Environment
Ministers (CCREM) committed

itself to ‘tan accelerated joint ac-
tion plan to safeguard the public
and the environment’’ by the end
of 1986.

But the federal government was
cutting funding to environmental
causes. The commitment and ac-
celeration stalled. Two years after
CCREM’s target date, only Alber-
ta, which no longer accepts waste
from other provinces, has a PCB
burning incinerator.

Now the environment ministers
have decided to ‘‘phase out the ac-
tive use of PCBs" in another five
years. The federal environment
minister has blustered that the

Fonyo responsible for unhappiness

Dear Editor:

I seem to recall that Steve Fonyo
first came to public notice by an-
nouncing that he would take up
the torch for Terry Fox and run
across Canada in aid of cancer
research,

It was an ambitious undertaking
and [ give him credit for having
completed this endurance test. But
now he says, and f quote from the
North Shore News front page arti-
cle of Sept. 7, ‘AN, 1 got out of it
was a headache.""

Just what did he expect — fame,
fortune and a fat bank account?
His new friend Tom Sutherland
must share that idea, saying, again
in your article, he is sure ‘‘the

public thinks Steve has a half mil-
fion bucks in (he bank,’' and that
we, the public, ‘find it hard to
believe that Steve didn't get a pen-
ny out of it.”’

Wrong, Mr. Sutherland. ‘The
public did not empty their piggy
banks or dig deep into workworn
pockets to contribute to anyone’s
personal gain. They gave to honor
the sacrifices of a young man,
running across Canada to raise
money for the Canadian Cancer
Society.

The expenses of the run were
covered, as have been his re-educa-
tion expenses since. And if every
penny donated, other than thase
for these necessary expenses, did
not go directly to the CCS, then

not donate his time and energies in
honor of Terry Fox, who he now
envies for having died, or solely in
aid of the CCS, but in hope of
personal gain and notoriety. And
he shames himself by his continu-
ing arrogance and laying blame on

largest share of the stored wastes:
282,63 Jitres stored in 279 known
sites. Seven of those sites are in
North Vancouver.

Will “store and delay”’ be the
policy again once the federal elec-
tion is over? Or will the policy of
“private gain and public risk’’
prevail again?

Physician Dr. Margaret Cottle
notes: “No cne will argue the
fact that some men certainly
have abused their power over
