Dear Editor: Twenty-two years ago PCBs were discovered to be con- taminating the environment in Sweden. Seventeen years ago they were internationally recognized as 2 hazard to both the environment and human health. Five years ago many countries had safely destroyed PCBs. Some use a cement kiln process developed in Canada; some use mobile units developed to destroy PCBs at storage sites. Three years ago, after nine years of gentle restrictions upon the use and dispersal of PCBs in Canada, and eight years of ‘'store it until we figure out what to do with it,”” we had a bad scare — a highway spill near Kenora. We still had no facilities to safe- ly dispose of chemicals with the ‘potential to seriously affect the planet,’’ despite Environment Canada’s understanding that “destruction is preferable."’ After the Kenora scare, the present government enacted the Transportation of Dangerous Goods Act. The Canadian Council of Resource and Environment Ministers (CCREM) committed itself to ‘tan accelerated joint ac- tion plan to safeguard the public and the environment’’ by the end of 1986. But the federal government was cutting funding to environmental causes. The commitment and ac- celeration stalled. Two years after CCREM’s target date, only Alber- ta, which no longer accepts waste from other provinces, has a PCB burning incinerator. Now the environment ministers have decided to ‘‘phase out the ac- tive use of PCBs" in another five years.
