Everyone else includes the National Harbors board and the Distnct, both of whom have been involved in the planning of this area, perhaps even as ‘partners’ ” Swanson continued and cnucized Distnct for its dou- ble standard and double dealing methods. He pointed out that Lyttle has in the pasi been regarded by Distinct as an unportant land owner. And now, Lyttle has been “shamefully mistreated in Uhis matter.” According to Swanson, for the past ten years Lyttle's payroll has been more than $45 milhon. “The future economic benefit to the municipahty of payrolls such as_ that, together with the attendent property tax revenue generated by an industnal development, will be lost forever...if ecologically motivated zoning...becomes fact.” expressed Swanson. In Maplewood’s plan, a sector of land owned by the National Harbors board (beside the Lyttle property) is deemed an ecological zone and multi-use centre “that will serve as a focal point for Seymour's community life. at will be people onented.” But Swanson contended the proposal “does not make economic sense” since for years this area has been used by the National Harbors board as a “dumping or bur- ning ground for junk col- lected from the harbor ~ He explained that to develop the area as shown in the communnty plan would cost taxpayers “significant expense” and. according to 4 study by Environment Canada, any development involving high density population would disrupt the area's ecology Swanson concluded (which was greeted by clapp ing and cheenng from the will decrease and have a poor resale value “If the plan is approved.” he remarked. “then council is courting an obvious peltucal clash “Ciuzen groups will be formed... to chose the tn dustnal operation.” He also questioned = the plan's cost to taxpayers. and the socal cost of closing down an operation which provides 160 jobs “It as apparent council must consider the balance between environmental and aesthetic improvements) on one hand, and the economic and social costs on the other.” Mayor Don Bell pointed out that before acuon could be taken to umplement any of the plan's concepts “it would have to be accepted by the municipal affairs ministry in Victona. Meanwhile, both NOVA and Lyttle spokesmen chid- ed District for conducting 4 public hearing without giv- ing sufficient notice to the local industnes affected by the Mpalewood plan. As the NOVA delegate said. W “My chent only learned about this meeting at 10:30 this morning. It is astoun- ding that Distnct could pro- ceed on this matter without giving due nonce of thus heanng to the persons most directly concerned ” However, Mayor Don Bell noted the required steps had been taken to notify the pubhc under the Municipal Act. But since, the community plan is of such scope, he would motion the meeting to adjourn until all local industry groups were contacted. Distnet council will set the ume for further public hear- ings at the next council meeting.
