City begins its 20 Anna-Lowise Pentland _ Contrionuting Writer NORTH Vancouver City launched into its five-year financial plan- ning, process on Monday night, hearing presentations from nine agencies. The initial report from Terry Christie, director of finance, included a tentative budget increase of up to 5% for the year 2000. Increases in staff and RCMP salaries account for 2.5% to 3% of that amount, a capital fund contribution for 1%, and new items for 1%. Each percentage point repre- sents a $250,000 increase to the city’s operating budget of 2008 is 10% of tax revenue going to capital projects. Major capital projects being considered for the next 10 years include a new aerial fire truck and fire hall, and a major facelift or replacement of the library. The amount also includes funds for devel- opment in Lower Lonsdale and other projects. Eleven outside agencies receive municipal funding. The new funds requested amount to approximately $522,000, an $18,155 over last year’s bud- get. Organizations that did not ask for a funding increase were the North Vancouver Chamber of Commerce, North Shore — Tourism Committee, North Vancouver Community Arts Council and Family Services of the North increase of requested by the North Shore Advisory = Council on Disability Issues and the North Shore Family Court and Youth justice Committee. In a November phone sur- vey of other municipalities, Christie found proposed bud- get increases of 2.4% to 6%. North Vancouver District was on the high end, with a pro- posed 5.3% increase. One hundred and owenty seven trambonists signed up to participate in a trombone workshop led by Rolling Stones trombonist Michael Davis and Los Angeles-based trombone virtuoso Bill Reichenbach. The free workshop was attended by plavers of all ages. The Vancouver Symphony Orchestra trombone section participated in the event. The session was presented by the Capilano College jazz studies program, the Vancouver Community College music department and The Commission Project. Trombone Circus was con- teived to bring together as many trombone plavers as pos- sible. There is some concern that the trombone is declining as an instrument of cheice for musicians.
