According to a 1989 HALO survey of 300 Westview area homes, 77 per cent of the residents in those homes were op- posed to the loop. But Delcan Corp., the private consulting engineers hired by the highways ministry, said the loop design was better for the Westview interchange because: ¢ it improves the weaving distance between Westview and Lonsdale for eastbound traffic on the Up- per Levels Highway; ethe loop design prevides ade- quate storage lengths for all traf- fic turning left on Westview Drive; @ and with the loop design, nor- thbound traffic turning left into the Westview shopping centre will be less likely to back up into the south ramp terminal during. AN INDEPENDENT project review panel. commissioned by the Vancouver Port Corp. (VPC), will hold a Jan. 15 public hearing on the controversial proposal by North Vancouver-based Nepzune Bulk Terminals (Canada) ‘1d. to build a $22-million potash storage shed along the North Vancouver waterfront. Neptune has twice had its re- quests for rezoning to allow for the shed*s construction turned down by North Vancouver City Council. Area residents have argued that any expansion of the potash storage sheds, which Neptune says is needed to mect an anticipated increase in international demand for potash, would increase pollu- tion at the North Vancouver facil- ity, which is leased to Neptune by the VPC. The review panel is made up of chairman John Wiebe, currently senior vice-president of the Asia Pacific Foundation of Canada; Edwin Clark, a former regional director of Environment Canada’s Inland Waters Directorate; and David Marshall, a former regional director of the federal en- vironmental assessment review of- fice and the current vice-chairman of the the GLOBE '92 trade show.
